POVERTY REDUCTION PROGRAM (2002-2012)

Immediate Objectives:

  1. To expand the coverage of services to more households, barangays and municipalities

  2. To coverage services in marginal communities as support to the achievement of lasting peace and sustainable development

  3. To systematically plan, implement and monitor sustainable livelihood and employment generation projects with the involvement of LGUs and organized local communities

  4. To established and strengthen the coordination, assessment and monitoring of projects related to poverty reduction efforts of the Provincial Government

Why a program framework on poverty reduction?
  • To serve as guide in formulating policies, plans, programs and projects in support of poverty reduction

  • To indicate the current status and proposed priority actions under the following key areas of concern:

Bohol poverty reduction program (Outline)
  1. PROGRAM GOAL:

    To reduce poverty incidence in Bohol from 47.3% to 23% in 12 years.

  2. PROGRAM COMPONENTS AND KEY OBJECTIVES

    B.1 Policy Review and Formulation

    To assess existing policies and revise/formulate new policies to influence the macroeconomic, social, political and cultural environment and transform it to support poverty reduction objectives

    B.2 Poverty Assessment and Monitoring; Strengthening Target-Specific Service Delivery

    To update poverty profiles and use them to guide policies, identify poverty groups, determine their respective status and improve service delivery targeting

    B.3 Participatory Planning and Project Development

    To ensure adequate coverage and participation or poverty groups in the planning, implementation and monitoring of poverty-sensitive plans, programs and projects

    B.4 Institution Building for Poverty Reduction

    To build and strengthen capacities of government and civil society institution, private sector entities, local government units, local communities and donor agencies to work together within a poverty-responsive Institutional Framework

    B.5 Advocacy and Resource Mobilization

    To gain and maintain the trust of donors, policymakers, media and other support networks and generate resource needed for poverty reduction plans, programs and projects
SPECIFIC STRATEGIES
  • Build on existing government, civil society and community structures and further strengthen them
  • Integrate the anti-poverty focus in all programs and projects promoted by national and provincial agencies and those funded by international donors and NGOs
  • Transform the political process as vehicle for the poor to gain greater access to the use of land and other production assets
  • Solicit support from the Church, business sector and academic institutions
All these specific strategies will basically reinforce a two-pronged overall program strategy:
  • Increase access to services and participation by target poverty groups;

  • Stimulate pro-poor economic growth in preferred areas, namely: eco-cultural tourism; agricultural production; and technology and livelihood development.
